I figured out a pretty easy way to do this, idk if it's a known method or something.
I sold everything except Broken Butterfly and I bought the Mine Thrower. Fully upgraded both. Shoot him with the magnum in an eye right at the start, then the eye weak spot with the magnum again. Run somewhere safe, shoot with the Mine Thrower (it's got homing with full upgrade so you don't really need to aim), he should go down in one hit. Shoot with magnum, shoot a mine quick. He won't be able to move or attack and you can just keep repeating this!

Here's my way:
Items: Exclusive Broken Butterfly, as many as possible Hand Grenades (i had 2 but that's low), TMP (any will do but preferably with a large clip)
Fight: When the fight starts immediately shoot his right leg eye to down him with the TMP. You don't gotta aim, just spray wildly. Then when his eye is down, magnum for that sweeeeeet 50 damage. Then move away, but not too far away or he will do his charge attack which is really hard to interrupt and can't be dodged conventionally. Just try a couple of times and you'll figure out the right place to be at. Then if you have them, one hand grenade will down him instantly. If not, bait him to the barrel and use the crane smashes, both of those down him instantly as well. On normal mode at least it should take 9 magnum shots to kill him, so 450 health i'd guess. Mine Thrower can be used instead of hand grenades, but that ammo is absurdly rare, (you could get lucky i guess) this I believe can be reasonably achieved without planning the entire run around it. I should also note that there is one Hand Grenade in the arena itself, though it's on the other end of the pit. It can save your ass honestly.

I am probably not gonna try knife only for this fight at least not yet, because it's kind of a pain.

Aqui o método que descobri mais fácil que tem. Uso o lança-minas (pensei em fazer o teste hoje, pq tive vontade, e realmente, o lança-minas só presta pra duas situações, a de Saddler e outra que não me lembro agora.

Easiest way to defeat Saddler without taking damage and he'll barely move.

1. Use mine thrower.

2. Rifle his weak eye.
3. Use mine thrower right after he feels the bullet and directed the mine thrower to his body.
4. Repeat step 2 to 3.

He'll barely move. I think I moved four steps to five steps the entire fight.

I just tried it out.
22-23 mine ammo are necessary to beat him with Mine Thrower + Rifle.
Obs.: You can use flammable barrels and grenades to make it count.
Obs.: I did this in Professional Mode.
