I have no idea how to get this many citizens. My maximum was 850.000. Is there a guide?

If you're having trouble with this one - Reminder that the center of the map has artificially high land value. So, build columns of C and R there, with I on the right hand side.

It helps to abuse the zone stacking glitch with this one so you can fit a bunch of zones into a smaller space. (If you don't know what that is, just google it since there's a ton of diagrams that explain it way better than I could with any message)

This took me several attempts. Here are some tricks I've learned: The Stadium, Airport and Shipyard don't need power or roads to work and give their bonus, but they stop making pollution and crashed if they don't have power! Also, only one of your Powerplants needs to be connected to the grid for them all to work. So be sure to utilize the useless islands for these loner buildings. Also, roads/rails on water work just as fine, so use that to maximize how much land you have for buildings.

When the map is filled and staked, you can get a last population push by settings the tax rate by 0% (just save before if it doesn't work).
