When I dealt with the ghosts individually it didn't unlock, but when they were on screen together it did? Not sure where else it was different.

Sprite logic can be inconsistent in this area, and sometimes due to this, and ghost behavior, odd things can happen that will or will not count. this logic has been updated to follow a simple kill counter of 4 enemies in this area, which resets upon leaving this screen. entering and exiting houses respawns all 4 enemies, although i have had random instances where only 2 or 3 ghosts will be in that screen, seemingly for no reason. house reseting is the only way to really solve that one. however, new logic should make this much simpler, while ignoring troublesome issues.

i recommend house resetting (use the witch's hut is probably quickest) and retrying a time or two if this doesn't work for some reason first. however, as long as you kill 4 enemies at this exact location without leaving the screen, it will pop for you.

Just note that killing the "master ghost", (the one that insta kill all the others when you defeat it) have to be killed last, or so I think, that's what made the achievement work for me
