8th Chansey! Repel/Thief strat (caught a Chansey beforehand, traded for Aerodactyl for good speed and lvl 28). Took around 20-30 mins at 10x speed. Good luck to everyone, I can see where this could take hours/days if youre not ready. Chansey has a 1% spawn with a 2% Lucky egg chance so this can be rough

Finally caught a Chansey with an lucky egg, gave it a berry and traded for Aerodactly, went to get another to evolve to Blissey and ANOTHER LUCKY EGG.

59th Chansey. Over 300 max repels. across 3 days of attempts, probably taking about 3-4 hours with speedup. Was it worth the 25 points? Nope, but I'll wear this one as a badge of honour.

Haunter level 25 with Thief did the trick, route 15. Speed up at 10x at first patch of grass. Good luck.
Note: The achievement trigger did show up for me.

When the wild chansey who had the lucky egg finally showed up, an achievement progress box popped up in the corner as a heads up.

Absolute insanity. The icon does pop up in the bottom right when you find a chansey that has the lucky egg.

Found it, but then realized my Skarmory with thief was for some reason holding a berry it stole from something else. Dread set in, I realized I needed to catch it. Had 31 Ultra balls, I used gust with Pidgeotto that I was using for repel, brought it halfway HP. Multiple Ultra balls didnt work then it used softboiled. I used gust again...critical hit. It died. I needed to find ANOTHER Lucky Egg Chansey. So I did it twice and it was absolutely miserable.

Hah, go figure that I spend a couple hours yesterday trying to get this. I put the game down for the day, and I get it within a minute the next day. Master ball well spent.

As @Sanganman said above, there is a good amount of misinformation about this challenge both online and in the comments here. This is the 100% best way to do it if you want to get this done as quickly as possible, TLDR at the bottom

The level numbers on PokemonDB and Serebii are incorrect for some monsters.
Level 26 = Venonat, Nidorina, Nidorino
Level 26-28 = Quagsire
Level 28 = Noctowl, Venomoth, Pidgeotto, Hoppip, CHANSEY
Level 30 = Skiploom

So by using a level 28 pokemon you can completely block the level 26's and partly block quagsires.

Using Repels + a Level 28 Pokemon in front your chance to see Chansey is 2.5% during morning / day, 2.27% during the night. You just want to spam encounters with repel on until you see a Chansey, then check down the bottom right if the icon is there. If not, go again, if it is, switch to your Thief / Catch pokemon.

I also found it faster to reset the game via retroarch menu than to go into the bag and use another repel (annoying on fast forward). This has the added benefit of not consuming more than 1 Max Repel so you save money and are faster at the same time!

With this information I started doing my 250 steps, reloading the game and repeating until I found the Lucky Egg. It took me exactly 1 hour and 33 Chansey's, but I got a little lucky, it should take you 1.5 - 2 hours on average with this method, you should be seeing a Chansey every 2 minutes on average if you're going somewhat fast.

Left this to last, so now the game is mastered. Long set but rewarding to finish it!

TLDR: Route 14, Morning or Day. Use a level 28 pokemon holding a Smoke Ball in Slot 1, and a Pokemon with no held item + Thief / a good catching Pokemon like Jynx in your party to switch to when the icon shows up in the bottom right corner. Resetting the game via retroarch menu is faster than using another repel from bag so take advantage of that.

luckily, it didn't take me more than an hour to get this achievement. I'm very happy to see the picture that reveals that Chansey did indeed have the lucky egg.

can confirm the little challenge popup appears when you encounter an egg holder, took me a while of on and off fastforward grinding. i found a shiny nidorina (name of Cuntilda because she will be green) just before the egg
