You can get this faster by switching between two different game cores such as SameBoy and mGBA. They handle time differently so every time you load the game in mGBA it allows you to reset the time without having to enter a password. Doing this repeatedly I was able to get this achievement in about 20 minutes. It's annoying but it's way faster than waiting for a month.

Save at Buena in the radio tower. Enter your trainer name, ID, and amount of money you have at this website to generate a code. Go to the title screen where suicune is running and hold Down + B + Select. Let go of Down + B, hold Up + Left, let go of Select. This should bring you to the password input screen. Input the code generated from the website, continue, adjust the the time so that its past 6pm on any day, and do the radio show. Now do this 29 more times. Fun!

Retroarch has M-GBA as an emulator. This emulator uses your devices clock (on Windows PC at least) to determine time. Simply changing your devices time alters the in game time. Can easily do this within an hour or so in order to earn the 30 points fast.

any spent points will not count towards this, fyi: i had gained and spent points prior, but they did not count towards the 30 point total! i needed 30 in total, in wallet, so to speak.

My save file isn't recognised on any other core than mGBA, so I'm stuck waiting 2 weeks to master this game. Scintillating stuff!
