Oof, I misunderstood this achievement. I kept using the Daylight Saving Time trick to get Kenji to call me when you're actually supposed to call Kenji yourself. Call him once each day between 10 AM and 6 PM. On some days, Kenji will say something along the lines of "I'm taking a break, drop by if you have the time." (He doesn't explicitly mention any items). At that point, go to Kenji and he will give you a PP Up. To quickly update the time, repeatedly switch between two game cores like SameBoy and mGBA.

I keep calling him between 10 and 6 but he keeps saying "call me another time". I just wanna be done with this and master the game.

Finally, one very obvious item was missing. A Hyper Potion near Olivine City. And found everyone who needed Rock Smash. I had lost that.

Here's a tip for those who are struggling like I was:

1 - After getting his phone number, fly to new bark or whatever city you want
2 Call him for the first time and he will say: "I’m in training now. I apologize, but call me back another time.
Oooooaaarrrgh!"
3 - save your game
4 - change your date for tomorrow and time for the 10 to 6 range
5 - restart the game
6 - call him until he says: "I apologize, but I don’t have time to chat while I am in training!
I’ll have time to chat tomorrow!
Yiiihah!"
7 - save your game
8 - Repeat steps 4 and 5
9 - call him once again, he will say something like this: “I’m taking a break on ROUTE 45! Why not drop by if you are free?”
10 - Fly to route 45 and talk to him
11 - profit.

I'm playing on retroarch and the date/time manipulation is made via windows clock.

I got confused and didn't see MissingNoL's link, so I'm going to explain the mechanic here.

Kenji gets a countdown timer set between 3 and 6. 2 and 1 are "Call me tomorrow" and "I'm taking a break", respectively. Calling him decreases the timer by one, but only once a day. It's important to SAVE after each call so the game saves the decrease, which my brain didn't get from the comments above.

I got lucky when getting his number And then the first call i did he said (why not drop by) i didn't even get the chat tomorrow call :)
