Fun Challenge!
For hunting I used 3 Pokemon, Scyther Lvl 39 with False Swipe, Jumpluff Lvl 39 with Quick Claw and Sleep Powder (his speed is actually enough for Raikou) and a Pokemon with flying.
I kept flying to Cherrygrove City to find Entei and Raikou.
If either of them was on Route 29 or Route 31, I went to Route 30. If one of them was on Route 30 or Route 46, I went to Route 29.
If one of them was there, I saved the game and then used Repel. When Entei or Raikou escaped, I soft reset the game and flew back to Cherrygrove City and repeated the process.
I used 4 repels and about 12 pokeballs. Ultraball and Fastball have a 1% better chance, so in my opinion it's not worth wasting money on.

I got lucky with this one because Ice Punch froze it on the first encounter after setting up the Jynx in that guide above.

Funny enough nobody mention the move "Mean Look" @sarutak thats how i did it back in the days.

Mean Look prevents the Pokemon from fleeing. But Roar still works :)

if you can get spore and mean look on a smeargle, which in turn can be done with some difficulty by deleting every move but the one youre trying to teach from a pokemon then fighting a ditto, it has the speed to go before both entei and raikou, then spore to stop the first turn flee and mean look to stop them after they wake up, then all you need is a damaging move like false swipe. additionally if you keep it at level 40 then you can use Repel to exclude every other wild encounter than the legendary pupper, even with all that the dogs were designed with 90s kids that only had 3 or 4 games in mind, so they are incredibly tedious and will take a lot of time

This one was difficult. Keep in mind you can save some money by not using repel. You just have to flee from every wild pokemon that isn't the dog you are hunting. Also save before every encounter, if you accidentally kill the dog or if you are unable to catch it you can reload and not have to purchase more ultra balls.

Well, I did it and didn't pop up. Sad , not doing it again, maybe in another run. Retroarch android is driving me nuts. I mean, still no rival name and many other achievements are on softcore only because Retroarch wan't saving the options. Now this, just sad. I'll have to re-doit

The hard part was just encountering it so I could actually track its location in the pokedex. But after that it was just a matter of getting a fast mon with mean look, loading it up with carbos, and leveling it to 40 so it could be in the lead with max repel active and still encounter the roamers.
