All i'm missing are tm 09 and tm 30 which i used but it didn't unlock so i'm thinking either tm 09 is needed or you need yo have them all at the same time

OK! So, a TM to look for is sunny day in 3F of Goldenrod's Radio Tower after team rocket's takeover is taken care of, the lady in green gives it to you. I tought for sure I had everything because Serebii lists this one the same as others you can buy in celadon store and therefore don't need for the achievement.

alright guys you do not need TM09 for this and you can use your TM BUT you do need to meet people that gives you TM, I already got TM47 from Rock Tunnel but when I got another one from Route 28 the achievement finally pop out.

Having a lot of trouble with this Achievement. I have went to Bulbapedia and checked off each individual location and I'm still missing 5% on it. I don't know what to do

Please note that the tms from the game corners are not 'finite' since you can buy an unlimited amount of. therefore only tms that are on the maps and the ones given to you by the npc (once) are counted toward this achivement.
Look at bulbapedia to for the entire list and ignore the game corner ones, tm9, and the retun and frustration tm.

I've went down an entire guide of all of them and checked every one and I'm still only at 97%. I'm not sure there is one for me to find tbh

And rmember that some tm like tm 47 must be collected both from route 28 and rock tunnel. so if theres 2 ways of obtainig them, do both. i also bought them at the tm stores even when i had them. Just ignore tm9 and the game corner tms. i also had return and frustration from golden road 5th floor. but i dont think that counted for me.

When I got to the final one I needed I assumed it was Frustration as I originally got Return. But turns out you only need one or the other. My last one was TM13 Snore after healing Moocow and talking with the woman next door. This one is tricky cause you also get this TM from Dark Cave!

Steel wing has two options too. The house near Mt.Silver and one in Rock tunnel. Both of them are needed

I just obtained 47/47 and did not unlock it.
Playing in RAVBA and another achievements were bugged playhing in RAVBA.

Just obtained plating in RALibRetro - Using Gambatte Core did unlock it.

For anyone who has the same problem playing in RAVBA, save and make copies of your save data whenever you are almost to obtain a collectible achievement, gym leaders or so to make sure you can do it in RALibRetro and don't have to restart the whole game.
