It seemed really hard at first, but then I stopped trying to do the spin dash like on youtube videos and simply went to the beginning of the stairs jump dashed to the rail over the door, and quickly jumped dashed again towards the power up. I made it right in the last possible moment at the first try.

So definitely, if you are having trouble doing this with the spin dash like I was, there are other possible alternatives.

Spin and jump... trail and error. took forever but worth it.

I used the method in the first video that Tusskar linked to. Just spindash towards the stairs and jump. I got it in a few tries.

Yeah @malhas1000 has the best method as far as Dreamcast goes. The button placements and camera angles are different compared to first video. Yeah, way quicker achievement than I was anticipating.

it took me hours to get it with out light speed shoes not F*** in easy but I still love the dreamcast game is a classic game from 1999

I did like this... holding spindash on a button till the moment the door will opens for the second time, then release button and spam spindash till you roll down the ladder (otherwise you will stuck on the ledges). On the 1st floor hold jump, but not too close to the reception or otherwise you will stuck in collisions. Once you will gain the height - spam homing attack and you will get there...
