    It is missable since once you unlock the Roc Wing, you can't get this achievement.
    This one is available once the double jump is gained (after first boss, Cerberus). Get Mercury's card (Bomber skeleton) and Serpent's card (Earth Demon), those two cards creating the ice whip. Then go back south of the first save room, where the fleaman are, go up and right until you met the brain float mobs.
    Use the ice whip to freeze them, allowing you to use them as plateform to get up. The Hp's bonus is waiting for you at the top.

    I don't know why but so far, only that part is one of the hardest things to complete for me
