Phaser. Jump and shoot across his eyes, don't use diagonal shooting. Just jump and shoot. It should take a considerable chunk of HP. Might end up the fight in 40 secs or so. Crouch so his flame attack is slightly lower, and manageable for a jump. You'll still probably can get unlucky and get and unjumpable flame.
