Main boss cheevos, with the exceptions of Stay Puft and Janna for obvious reasons, can be obtained on either their level or on the final level. However, if you go after them on the final level, you MUST capture them afterward. If they get away, no cheevo.

Use Egon for this one, you wanna jump as fast as possible, because this thing has a tendency to randomly jump when he is spinning. Shoot fast at it and you may end up the fight in 3 cycles. Crouch and crawl to avoid his leaves as much as possible while shooting.

When Scalon stops rolling and jumps upright again, he always shuffles towards you a bit before starting the next attack. You can use this moment to safely jump over him.
