Beat this with a Level 45 Magneton with Thundershock, Thunder Wave, Flash, and Sonicboom. Use Flash until you've lowered Raichu's accuracy 6 times. Then use 5 X Specials. From there you should be able to faint all of Surge's Pokemon in one or two hits a piece. Bring Full Restores in case you get paralyzed or hurt

What do y'all use to cut the tree in front of the gym?

fish up a chinchou or two in new bark town and teach it surf to get around the cut tree and to have bait to revive magneton

This achievement only looks at the Pokemon that appear in battle. Thus, if you use a grass type with cut to cut the tree but don't use it in battle, you should still be able to get the achievement. (Otherwise the Fire Type Master achievement would be impossible as you can't reach Blaine without Surf)

Not only can you have a wrong type in your party, you can also use them in battle. I have lvl 44 magneton with lvl 44 Raikou, and once they all fainted I used Dragonair and pidgeot to take hits so I could heal them up. This makes these battles so much easier, seeing as I used to just go into them with only 2-3 pokemon.

the achievement only cancels out if you use a wrong type pokemon to attack. you can send in a lvl 100 snorlax if you wish and heal everyone up then swap out again. just done it with a lvl 49 Dragonaire, when the lvl cap is 46.
