Beat this with 2 Level 20 Pidgeottos, 1 Level 19 Pidgeotto, and a Level 20 Raticate. I didn't even need the raticate and beat it on my first attempt, I guess Whitney isn't as bad as I expected.

I used a Lv19 Furret with Defense Curl (5 times) during Clefairy battle and then spammed Headbutt.

1x Raticate (Lv20)
2x Pidgeotto (Lv20)

Use Raticate first and spam with "Hyper Fang" you should be able to take down Clefairy relatively quickly, then spam with "Hyper Fang" again on Miltank you may only get one or two hits in on Miltank before it defeats you. Then use Pidgeotto, use "Quick Attack" for Pidgeotto so you always get the first hit, the first Pidgeotto should get wiped out easily and then use the same tactic with the other Pidgeotto, hopefully now you've managed to defeat Miltank.

This is pretty easy since you can have an entire normal type army to finish this. Noctowl, Pidgetto, Fearow, Stantler, Togepi, Furret, Aipom, Raticate, Ditto.

I soloed this with just Stantler. Taught mine Headbutt since Tackle is the only damage ability it has at level 20. Put her Miltank to sleep with Hypnosis and then spammed Headbutt. Ended the fight with 70% health not having to use any items.

TLDR: Stantler is very strong at this level. I think he has the highest BST of any normal pokemon available at this point with 465.

Rage Dunsparce > Rollout Miltank.

Used Raticate to take out Clefairy with both Hyper Fang and Quick Attack. Once she sends out Miltank, use Scary Face to drop its speed. Switch over to Stantler to cast Hypnosis, lowered their defense with Leer, then use Hypnosis again. Switch to Dunsparce, use Defense Curl twice and then Rage spam. In addition to Miltank's defense being lowered, every hit from Rollout will build Rage's attack power, and that's how I defeated Whitney

I didn't get this to pop using 2 Pidgeys a ditto 2 Rattatas and Togepi. I was assuming it was the birds causing it. Kept my save before the gym to try later with pure normals to test.

i trained a togepi, noctowl, raticate, pidgeotto, and fearow to lv20, but only ended up using pidgeotto and noctowl lmao. Hypnosis strats shut down Miltank hard.

This can be done with nothing but lv 20 raticate. Buy 2 x Xdefend 2x Xattack 1x XAccuracy and couple super potions, then setup with focus energy and the 5 x x items while using 1 or 2 potions to keep raticate up ( i used 1 ) i then 1 shot clefairy and 2 shot miltank with HyperFang

Eu consegui essa conquista com um Furret e um Pidgeotto, com o Furret eu usei 6 Defense Curl contra a Clefairy e depois fiquei alternando entre Cut e Headbutt até derrota a Clefairy e com um pouco de sorte a Miltank, o Pidgeotto é a segunda opção ofensiva, usando sand-attacks e Gust
