Her level cap is under that of the Legendary Beasts and Ho-oh. She was a little hard for me because of that.

Catch a Tentacruel lvl 30 nearby and teach it surf. Fly to Indigo Plateau and head down to Victory Road and spam Surf on the Onix/Graveller/Ursaring/Golbat there until you're level 38 (not 39, just to be safe, you don't want to level up to 40 during the gym battle). Lvl 38 Tentracruel with surf will smash Janine's team easily.

This Tentacruel will also get through Brock on it's own later on, so keep it level 38/39 until Brock.

tbh Graveler and Rhyhorn did the trick for me, and I had a Xatu levelled fairly high to deal with Ariados and Giga Drain. You could even use the Rhydon in the Blackthorn trade if you have a low enough level female Dragonair.

does your highest level pokemon in all your boxes have to be <=39 or just the ones in your party?

Luckily my Kadabra was still lvl 37 after the elite 4. I went straight to Fushia city before doing any other gyms and did a clean sweep with Kadabra.
