I cannot find any information on Set Mode. Unsure how to activate it. I am using Retroarch withe the Gambatte core.

It's a setting in the game itself. You pause, go into "Option" and change Battle Style from "Shift" to "Set".

It appears as though you can't level up a Pokemon at any time during the gym, which is inconsistent with how the Set Mode achievements work in the Red/Blue set. However, leveling a Pokemon to 10 appears to be okay if the level up occurs after the last Pokemon (Pidgeotto) has fainted.

My pokemon were level 8 by the time I reached the gym so I developed a strategy. I went into the Alpha Ruins, completed the puzzle to start Unknowns spawning. I then went out and got a pidgey to level 9,and had it as my first pokemon in the ruins.

Hidden Power's move type is based off of the pokemon's IVs, so I just kept letting the Unknown attack Pidgey until I saw the attack was Super Effective, caught it, trained it to level 7, and had a bunch of other random Unknown in my party to do a bit of damage. I'm pretty sure by the end I two shotted Falkner's Pidgeotto with Hidden Power (Ice/Electric)

Ok I have never done a set level challenge before so I have a few questions like does my Pokémon have to be under level 9 or can they be level 9?, and can I turn on set mode when I get to the gem leaders or does set mode have to be turned on at the beginning of the game?

@Darkrai I believe the parameters are that you're entire party of pokemon must be no higher than level 9, and you must have the battle turned to Set Mode.

Save before you attempt the battle to be certain, but you shouldn't need to have the entire game on Set Mode, and you definitely can have Pokemon of higher level in the box.

Also side note, you'll probably have a Pokemon level to 10 in the fight. This does not disqualify you. You just need to have a full set of 9 to start the battle with.

I think the main reason why this cheevo is so difficult is because you don't get much Pokémon variety at this stage. Especially since half of the Pokémon you can get at this point at weak to Flying-type moves (all of the Bug-types, Bellsprout and (if you picked it) Chikorita). Your best bet would be to use any of the Normal-types found at this point or Geodude (HIGHLY recommend. Resists all of Pidgeotto's moves) since they won't faint in one hit.

Status Ailments are your best friend in this fight. If you can poison Pidgeotto, you essentially won! All you need to do is stall it out and you should be fine. You could bring in a Gastly and use Hypnosis until Pidgeotto falls asleep then bring in your more offensive Pokémon to chip away at it. You can technically also use Unown as a temporary solution to this fight. Just make sure it has hidden power Electric, Ice or Rock (3/17 chance roughly) and you should be fine!

Went through half the game only checking missable achievements and assuming I'd get the rest. Not cool to people that don't want to view every achievement before playing a game.

I used the traded Onix (Lv.8) and Dunsparce (Lv.7) from Dark Cave (1% encounter) for this.

Had to replay because I accidentally started this game on softcore mode without noticing.

This was one of the worst level caps in this set. It's not a hard fight but damn, the first trainer in the gym has a level 9 Pokemon which is annoying. It's a very, very low level cap and you actually have to be careful not to overuse your starter or else it's going to the box during the leader fight.
