This achievement triggered as soon as I encountered a Ghost of Starman with a Goddess Ribbon (IE, it technically triggered before I obtained the item).

I was able to steal it using Jeff's Spy ability so I still did what the achievement was asking for, but it's worth noting that the achievement logic isn't checking for the ribbon to be in your inventory.

I got somewhat lucky and found this in about 1.5 hours of grinding on speedup. This would be so annoying to find on normal speed.

I also earned the achievement the moment I encountered a Ghost of Starman that had the item, rather than when it actually entered into my inventory.

Also, in response to mehdididoto's comment: this ribbon drops off the Ghost of Starman, found in invaded Onett or Cave of the Past. It's easiest to farm it in Onett, because you can do it right in front of Ness's house, which has free healing and a phone.
The Magic Fry Pan is what drops off the Chomposaurs he is referencing, which, thankfully, does not have an associated achievement. One less thing needed to farm, and that fry pan kind of sucks anyways. It's Paula's equivalent of the Casey bat (not the Gutsy bat - the one that misses a lot but hits hard).
