I don't think this achievement can be missed. The game doesn't allow you to release your last Pokémon with Fly or Surf, but it's possible to take them into the daycare and use Teleport to warp to Cianwood Island. Release every other Pokémon you have and the you'll be able to get the free Tentacool.

The last Pokémon you keep can have Surf and you will still be given the gift (probably works with Fly too)

I can't release a random tentacool I have on my PC. I couldn't release my feraligatr and noctowl either. I put them in daycare, but there's still the tentacool left. The teleport strategy is good, but there are still 3 pokemons that can't be released.

I had the same problem as the person above me, but had an idea. I ended up with Abra and 3 other Pokemon who knew HMs. I flew to Blackthorn and used the Move Deleter to delete all the HMs off those 3 Pokemon, teleported back to Cianwood, and then was able to release those 3 Pokemon at the PC!

ok an small step by step guide: First try to get an Abra from south of Goldenrod City. Fly to Cianwood City and restore your mons in the Pokemon Center. After that go to Blackthorn city and go to the move forgetter. Talk to the guy most left. Delete all HM moves from ALL your Pokemons. SAVE THE GAME NOW. After your done, go all the way on bike/walk to Goldenrod City and go to the breeding station, south of Goldenrod close to the police guard. After that delete all your Pokemon EXCEPT Abra. By removing I mean also your boxes. After your are done teleport with your Abra. If you doing it right, it brings you to Cianwood Pokemon Center. Go inside the Pokecenter. Talk with the guy down-right. And he will give you an Tentacool, Achievement will popup. After that reload your savefile. and nothing really happens!

i tried this with abra and surf pokemon on daycare before getting the cianwood badge and couldn't get the tentacool, i need the badge or i'm doing something wrong?

Is so easy:

1. Release every Pokemon.

2. The game won't let you release 3 Pokemons with Surf, Fly and something more. Don't worry, go to Blackthorn and remove everything except Fly.

3. Release every Pokemon, just you have to have ONLY the one with Fly.

4. Fly now to Cianwood and talk to the guy who gives you tentacool.

[!] This is not misable. You can do it whenever you want, just save the game before release Pokemons.
[!] You don't need to do the Abra teleport thing.
[!] You don't need to release also the Pokemons you have in the breeding house.
