    Get yourself an old rod at the Pokemon Center in route 32. Go after that to lake outrage and take an pokemon with you who can use False Swipe. Go fishing and catch some Magikarps. And after that go to the fisher/judge what fretzi says. For me I had to be above 41 so. And took me 2 tries :)
