Ok. The description should say 'Get the "Wisp Cape"' since this triggers just as you about to leave Water Dragon Isle and not after you defeat Hi-Ho Tank

Defeating Hi-Ho Tank has nothing to do with Rosetta's fate.

This one didn't pop for me. She got saved, but I got casted away from the village. I never got to recruit Razzly, could it be related? (No cutscene that involved Wisp Cape)

Can you send me a save before the scene in the village? Probably it failed because you didn't have Razzly

You need to have beaten Hydra with Razzly in the party before doing the Water Dragon Isle event. That's the only way to keep Rosetta alive. Do it on a separate save, though, as keeping her alive locks you out of getting Razzly's LVL 7 Tech.

Separate save is a good idea, if you want minimize walkthrough number. Better rerun about 3 hours from hydra to water island instead of rerun almost whole game
