Something I wish I was told: do not escape rope out of dragon's den. this skips getting claire's TM, which is a requirement for the dratini. If you do, you can get it from claire personally at her gym.

For anyone feeling confused, here's the order of events:
1. Beat Claire.
2. Enter the Dragon's Den.
3. Answer all questions correctly.
4. Attempt to leave the Dragon's Den the same way you came in. (Don't use an escape rope, Dig or Teleport.)
5. Meet Claire at the exit of Dragon's Den.
6. Exit the Dragon's Den for real this time.
7. Get a call from Prof. Elm.
8. Hit the Pokemon Center if you need to and make sure you have an empty space in your party.
9. RE-ENTER the Dragon's Den and go back to where you took the test.
10. Talk to the old man again and receive the Dratini.
