I was worried this would end up in a lengthy grind for a proper party, but as you are allowed to use items, simply catch a Dragonair (or Dragonite if you get the 1% encounter) outside of Dragonspiral Tower, where you can find them at up to level 70. My movepool was Dragon Claw, Earthquake, Dragon Dance and Outrage (which it learns at level 67). Buy yourself a handful of X Defense and X Sp. Def at the Route 9 store and simply toss some X Items and Dragon Dances at all the elite four members. I also still had a lot of PP Up left from all the Battle Subway attempts and used nearly all of them, so that I didn't need to use PP restoring items.
