Like many others, I was running around trying to figure out the last one I needed. Here is a list of some NPC gift TM's for anyone else in the future. (Be sure to check any Gym Leaders, in case you didn't notice your full bag after beating them.)

- Dream Eater - Use Cut to reach NPC in Viridian City

- Dig - After defeating Rocket Grunt in Cerulean City

- Psychic - From Mr. Psychic in his house is Saffron

- Mimic - Bring a Poke Doll to the Copycat in Saffron

- Counter - Free gift from one of the clerks in Celadon Department Store

- Ice Beam/Rock Slide/Tri Attack - Celadon Department Store roof, by exchanging FreshWater/SodaPop/Lemonade respectively

- Softboiled - Surf across the pond in Celadon City and talk to the Old Man

- Swift - In the gate house upstairs, south of Lavender Town

- Metronome - From a scientist in the Cinnabar Lab (Middle room, corner)

- Self Destruct - 2nd Floor Silph, from woman hiding in a room in the top left corner

Can't find the last one :(. Went all over the map, went to all gym bosses, I have the achievements for buying them all from the department store/slot machines, got all the individual "pick up all items and defeat all trainer" achievements. Check the other zones (power plant, Pokemon mansion, Seafoam islands) and went along all the roads, but nothing.

I knew complaining about it would solve my issue. I should really read better. I went back to the trainers again, and there it was "you should make room for this" at Erika. Bags full....AGAIN! Item management was so bad back in the day :D

Dreameater was the one i got last! saved all picked up TMs in PC so i can use a list to see which i missed, worked mostly

For reference, here's a list of the TMs that aren't covered by Living Itemfinder or Disk Collector II (excluding Gym Leader TMs, but still do talk to them if you're unsure, in the event you had a full bag at the time and didn't realize it):

-TM13 Ice Beam: Give a Fresh Water to the girl on the Department Store roof
-TM18 Counter: From the cashier on 3F of the Department Store
-TM28 Dig: From the Rocket Grunt you fight as part of the story, when leaving Cerulean through the burgled house
-TM29 Psychic: From Mr. Psychic in Saffron
-TM31 Mimic: Bring a Poké Doll to Copycat in Saffron
-TM35 Metronome: From a Scientist in the Cinnabar lab (middle room)
-TM36 Selfdestruct: From one of the Silph Co. hostages, in the top left of 2F (already covered by the Hostage Situation achievement but thought I'd mention it anyway)
-TM39 Swift: From an NPC on the second floor of the gate leading south of Lavender
-TM41 Softboiled: From the NPC north of the pond in Celadon (that you need Surf to cross)
-TM42 Dream Eater: From the NPC in the southwest corner of Viridian you need Cut or Surf to reach
-TM48 Rock Slide: Give a Soda Pop to the girl on the Department Store roof
-TM49 Tri Attack: Give a Lemonade to the girl on the Department Store roof

TM08 Body Slam and TM44 Rest aren't considered for this, as they're on the SS Anne and thus missable.

Wanted to also specify TM15 Hyper Beam, TM23 Dragon Rage, and TM50 Substitute also aren't considered for this, since they're exclusively Game Corner prizes, not found in the overworld or NPC gifts as the description suggests, hence where the 50 count comes from.

I missed TM16 Pay Day on Route 12, it requires Surf to get so you might not get it on first go
