This really conquest in the works, to be in that is to end the game with these cards in inventory or "namek frog" is the land which negotiated with the Yajirobi.

Any way to make this work with translated ROMs?
Seems to work fine when loading unaltered Japanese ROMs (both 1.0 and 1.1 revisions), however when applying the Klepto Sofware 1.02 Translation Patch it no longer loads any cheevos.
Edit: Using RetroArch, the above is true.
Loading these ROMs in RASnes9X 0.022 makes things even worse.
Version 1.0 is being detected as SFX DRAGONBALLZ1.
Version 1.1 is being detected as Dragon Ball Z Super Butoden.
And the translation patch version is an Unrecognised Title.
If I try to load the game as an Existing Title it tells me "Could not add new title: Cannot submit *new* game title, not allowed! Please apply in forums for 'developer' access.
I'm confused as to why RetroArch identifies them correctly and the official RA emulator does not.
Also SFX DRAGONBALLZ1 is the internal name of the ROM that shows up when loading it in any variant of Snes9X (including the RA version).
Edit2: I have now found two ROMs that load the correct cheevos in Snes9X.
However, one is a French translation and the other is a well-known unfinished English translation from 2004. Both of these ROMs plus the two mentioned above work correctly in RetroArch. Odd that they should be detected differently by different emulators. I thought the site used the MD5 hash check which should return the same result every time.
For reference, the MD5 hash on the working ROMs are:
7CDDE25813BE356D186B2E5D750A04B6 - French Translation
F303DD6272860A6F4097F2EE20A21E68 - English Translation (although as previously stated, this translation is questionable at best and also incomplete)
The MD5 hash on the original Japanese ROMs (which identify correctly in RetroArch but not in Snes9X) are:

I am also currently in the process of comparing the ROMs to see if the new translation breaks any cheevos.

The death achievements do not seem to work. I had Tien, Yamcha, and Chao-Zu all die versus the Saibamen and nothing unlocked.

I think a lot of these seem to not work within RetroArch. The one where Piccolo sacrifices himself didn't work and neither did the one where you use the Vegeta card when fighting Dodoria.

Okay why are the achievements for this damned thing so glitchy? Its bad enough like six of the story related achievements didn't work. Now I get Vegeta to max level and it doesn't unlock *that* achievement either. I'm at a point where I feel like not even bothering to finish this now, as it takes like 200 battles to level up the rest and I don't want to put in the time if it won't unlock anything.
I am gonna transfer my save from my phone when I get home to my desktop and see if RASnes fixes the issue. Otherwise I just give up.

I didn't play this set specifically but I can tell you
- check if the game you're looking to play has open tickets (you can do it with this link, changing the game ID at the end: http://retroachievements.org/ticketmanager.php?t=1&g=1450). You can find the game ID in the game page's link.
- check if the set's developer(s) has open tickets from another games (see an overall list here: https://discordapp.com/channels/310192285306454017/408398734821556245 or do a single developer search using this link, changing the nickname at the end: http://retroachievements.org/ticketmanager.php?t=1&u=LockDown2341)
- check the game page and the game's official topic looking for comments
Obviously there's plenty of good stuff out there too. You can use the same above techniques to find the good developers.

Thanks. I have already picked up on a lot of that. The good news is that switching emulators solved the issue. Upon playing on RASnes the max level achievements unlocked fine.
I was gonna have to play through about 75% of the game anyway to grab a couple of missed achievements so I can unlock the other story related ones at the same time.
